We were lucky to know Doug and his wife, Jackie, when we all shared a part-time job at a New York law firm in the 1980s. We remember Doug with great fondness as a gentle soul -- handsome, funny and wickedly smart. Sending all our best wishes to Jackie and their children.

I feel honored to have been driven to countless practices by Doug. To have been coached by him. To have been invited to play in pick-up games with him. He was always able to find a way to bestow wisdom (that went well beyond a basketball court) on me even in my most hot-headed moments as a teen hooper. Whenever I saw Doug he had a big smile on his face. He was one of those parents that as a kid, I went out of your way to say hi to. I always wanted to talk with him. He made me feel like a million bucks. He could recall a specific highlight or a Lakers box score and our interactions were always so pure. I know he’s somewhere right now. knocking down a mid-range jumper.

We worked closely with Doug for many years. With polite intensity, he ruthlessly red-lined much of the content we produced. Time and again, his expert eye helped to improve our work.
Doug was a superb writer and editor, and his considerable talent will be missed. Missed much more will be his broad smile and quick willingness to laugh.
stet, Doug.
With warm regards and sincerest condolences to the Payne family,
The Retirement Communications Team @ NYSOSC

Doug profoundly changed my life. He was my undergraduate mentor. He encouraged me to study and teach African American literature, in spite of my skin color, as, at the time, I felt my whiteness prohibited me from having anything meaningful to contribute on the topic. I taught African American literature as an assistant professor at SUNY Albany for seven years and have been teaching it to middle schoolers for the past six years. I was looking for Doug to tell him that my book on Tupac Shakur is getting published when I heard the news. Doug oversaw my undergrad honors theses on Tupac. I know he would have been proud. I was so inspired by him, and I don’t know where I’d be without his formative guidance.

This news stopped me in my tracks. It made me reflect on all the great memories I had in me about Doug. It started with BBC basketball, Saturday morning hoops at the Y to enjoying a beer after an evening game. I always looked forward to reading Doug's emails because not only where they informative but funny as well. Usually at one of our expenses. His love for his family was his first priority. He truly lived his values. I smile today knowing he is making his perfectly formed jump shot without jumping anytime he desires. I smile when I hear his voice recapping a come from behind win for the Lakers. Doug made all of us who knew him better and for that I will eternally grateful. I will miss my friend, but these memories will stay.

Dear Payne Family,
I worked with Doug for many years at the Comptroller's office. He was incredibly talented, thoughtful and dedicated. Everything he touched he made better. We are better people because we knew him. My condolences. Know that his OSC family shares your grief and wishes you our best during this difficult time.

I haven’t seen Doug in years but he was always the smartest and one of the funniest kids in school. What a huge loss for all who knew him because he was just a great guy from a great family. We were in the 9th grade play together at John Adams Junior High and I have some amusing pictures I’d be happy to send you, if you’d like. The GWHS Class of 1979 is mourning Doug’s passing by sharing fond memories of our years together. He was the baby of our Class but a leader as well. He’ll be missed. Deepest condolences. I worked with Doug at OSC for the past few years. He generously and patiently helped teach me the ropes, since I was the new writer on the team. I will miss Doug a lot, especially his great sense of humor and warm, positive spirit. My prayers are with his family.
